Addressing the

Public Participation
Pursuant to the "Open Meetings Law," school board
meetings must be conducted in view of the public (with
the exception of certain specified topics which may be
the subject of properly convened executive sessions).
There is no law requiring that members of the public
be permitted to speak at school board meetings (except
in New York City). However, as a matter of courtesy,
and to foster a spirit of cooperation, the Greater
Johnstown School District sets aside a time during its
meetings for "public comment," wherein members of the
public may address the Board of Education on agenda
and non-agenda items. Individuals wishing to address
the Board are requested to state their name and
address and identify the organization, if any, they
represent. The president may suggest that speakers
confine their remarks to a certain period of time to
provide an opportunity for others to speak. The Board
does not permit oral comments from the public relating
to specific personnel decisions regarding individuals
employed by the District during the portion of its
meeting where public comment is permitted. The Board
will accept written comments from the public on this
subject matter and all other agenda and non-agenda
items. Members of the public are welcome to send
questions, comments or concerns to the Board and its
